CC: Whereas this is a proclamation as you can tell by the use of the word "whereas," I, Christopher Coleman, mayor of St. Paul, do congratulate Minneapolis, latitude 45 degrees north, longitude 93 degrees west, population slightly more than 400,000, on its designation as a "Miracle City" by Atlantic Magazine in February of 2015, on page 30;

And whereas Minneapolis, while not the State Capitol, nor the Gateway to the Great Lakes, nor the Granite City, nor the Home of Paul Bunyan, nor Home of the World-Famous Mayo Clinic, is nonetheless one of the Five Largest Cities in Minnesota and a leader in the use of alphabetical names and Arabic numerals in its street system;

But whereas, the Atlantic article uses "Minneapolis" and "Twin Cities" as synonyms, as for example in the reference to "the Twin Cities' downtown area":

Therefore do I, Christopher Coleman, at no expense to taxpayers, hereby declare Saturday, February 28, 2015, as "Minneapolis Day" in the city of St. Paul, and particularly in its downtown, which is separate from downtown Minneapolis, in witness whereof I have hereunto set my hand (STAMP SFX) which hereby sends a signal (MORSE CODE SFX) to a rider outside (GALLOPING HORSE, AWAY) who has now alerted the cannons on Lowry Hill who offer our salute.
